 5-Man Level 100 Normals: 615 superiors

 5-Man Heroics: 630 and 636 (Warforged) superiors

LFR Highmaul: 640 epics

Drov the Ruiner World Boss/Tarlna the Ageless World Boss: 650 epics

LFR Blackrock Foundry: 650 epics

Normal Highmaul: 655 and 661 (Warforged) epics

Rukhmar World Boss: 665 epics

Normal Blackrock Foundry: 665 and 671 (Warforged) epics

Heroic Highmaul: 670 and 676 (Warforged) epics

Heroic Blackrock Foundry: 680 and 686 (Warforged) epics

Mythic Highmaul: 685 and 691 (Warforged) epics

Mythic Blackrock Foundry: 695 and 701 (Warforged) epics

 

This is only counting Dungeon and Raid loot. Apexis Crystal gear can be upgraded from 630 superiors to 645 epics and then again to 655 epics.

Crafted gear starts at 640 epics (630 superiors for BS weapons) and can be upgraded to 655 epics and then again to 665 epics.

Once per day, you can obtain a random piece of 640 epic loot from doing a run of a challenge mode dungeon.

There are also random 665 epic BoE world drop items that can be found very, very rarely off any mob in Draenor.

So we can deduce a few things from all this data:

1. There are plenty of ways to be more than geared enough for a Heroic Raid before even stepping foot inside an LFR or Normal raid.

2. Heroic Mode raids are not tuned around requiring any higher than a 630 ilevel. You could go straight from your Heroic Dungeons into Heroic Highmaul and be fine. Going from Heroic Dungeons straight to Heroic Blackrock Foundry is not recommended, however.

3. LFR drops no tier gear, and the trinkets it drops are "lamer" versions of much better trinkets found in higher difficulties, so having LFR as a requirement will not be a thing in WoD if you wish to raid higher difficulties.

 4. Mythic Progression guilds will DEFINITELY be running Normal Mode AND Heroic Mode early on in the tier in order to fill out gear slots as quickly as possible. When Mythic comes out, it will be common for those guilds to run both Heroic mode and Mythic Progression within the same week.)

By making silver proving grounds a requirement to queue for heroics and LFR no longer the only way to gear out initially, grouping will hopefully be much less frustrating.

Yes, however you can circumvent this restriction by entering with a preformed group. It's only for random dungeon finder.
